Security measures in prison – Katica does not run into Boki 13

Katica Janeva briefly left the investigative prison in Shutka yesterday where she was ordered a thirty-day detention for involvement in the Racket case. Escorted by the police, she was taken to her hometown Gevgelija where her mother was buried, who died the day her daughter was arrested. Janeva only managed to get to the chapel. Reportedly, she got nauseous upon arriving, so she was unable to get to the cemetery to pay her last respects to her mother. Due to strict prison regulations, she was not allowed to contact her relatives. With the police car, she was immediately returned to the Skopje Shutka prison.
Sources from the Shutka Prison inform that the Special Prosecutor is in good health and regularly takes her prescribed medication. Having in mind that it is a prosecutor who until recently fought against the criminals of the lowest and highest ranks, not only considering her career since becoming the head of the SPO, the prison provided special security measures.
“A security assessment has been made and she is housed in a suitable cell. We are make sure that she has no contact with the other defendants in the “Racket” case, but also with other prisoners who may want to retaliate. Usually, detainees are not alone in their cells, but have cellmates,” sources from the prison in the Shuto Orizari neighborhood said.
According to them, Janeva is in the female section on the first floor of the prison facility. Conditions in the female part of the prison are slightly better than the male part, but they are still well below the European average.
Interestingly enough, there was no room for Janeva in the so-called “Hague cells”, considered to be the best cells in the prison, made according to European Union recommendations. Such a decision, according to unofficial information, was made because Bojan Jovanovski, who is the main suspect in the “Racket” case, was taken there, so it was cautionary measure in order to avoid close contacts between Boki 13 and Janeva, who, according to the footage we heard, were in idyllic friendly ties.
Almost a month ago, the public could see that one of Shutka’s cells had the silhouettes of Janeva and singer Rita Ora drawn in its wall. Therefore, the prison also ensures that the prosecutor is not the target of provocation by other detainees and prisoners.
According to the level of security, the degree of restriction of liberty and the types of treatment applied to convicts, Skopje’s Shutka Prison is a semi-open penitentiary in which the basic security is the physical security provided by members of the security sector.
The sentence here is served by men sentenced up to three years in prison, as well as recidivists sentenced up to six months.
The prison houses the largest and most secure detention unit, which carries out the measure of detention imposed on men and women from all over the country, who may face up to ten years in prison.
Under the conditions, the Shutka detention unit cannot boast for respecting human rights under the European Convention for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment. The humiliation of detainees in relation to accommodation is equal to being convicted and punished. Prison cells in that unit have not been renewed since the prison was built in 1968, except for some of the rooms that were repainted and partially repaired.
