Parliament and DCAF sign memorandum for strengthening of intelligence oversight


Parliament Speaker Talat Xhaferi and Geneva Centre for the Democratic Control of Armed Forces (DCAF) director Thomas Guerber signed Thursday a memorandum for development of parliamentary and independent oversight over the intelligence sector.

“Euro-Atlantic integration is a top priority for the Government and the parliamentary majority. This includes thorough reforms in the security and intelligence sector, as well as institutions mandated with oversight and control. The memorandum confirms Macedonia’s efforts towards EU and NATO accession,” said Speaker Xhaferi at the event.

DCAF director Guerber said reforms are the Parliament’s priority, including enhancement of the capacities of the oversight committees.

“This approach will give the Parliament increased involvement, efficiency and independence. This brings the country closer to Euro-Atlantic institutions,” he added.

The memo is part of a 2017-2020 programme for intelligence reforms in Macedonia about CHF 450,000.

On Wednesday, DCAF and the Government signed a the memorandum over the programme.

For more than fifteen years DCAF has facilitated security sector reform programming in Europe, the Middle East, Africa, Asia-Pacific and Latin America.
